Our Work


From its modest beginning in 1998, the Climate of Trust has grown into a complex and
effective program supported by the U.S. government and private foundations. The program has developed an approach of outreach to the various sectors of Russian society that play a role in setting an atmosphere of tolerance, openness, and civil society free from hatred and extremism.

The principal areas of Climate of Trust activities are:

•  Tolerance Centers
•  Cooperation with law enforcement, government, and communities
•  Educational Programs
•  Publications and research
•  Interaction with other organizations

The Climate of Trust program has proved to be a useful resource for community members, police, and public officials in Russia. By establishing partnerships with their American counterparts, it is helping them to build trust, promote tolerance and encourage citizen action in their communities.

The program has led to successful prosecution of hate crimes in Russia. It has supported publication of instruction manuals and guidebooks that are used as practical tools by investigators and law enforcement officials working on issues involving hate crimes and interfaith relations. The program's partners in Russia have developed a number of university-level and secondary school-level tolerance courses and curricula. As a result of the program, the topic of tolerance and inter-ethnic and inter-religious relations is receiving an increased level of public recognition in the community.
